All policies should be subjected to some form of health impact assessment

Like environmental impact assessment, health impact assessment offers a way of assessing (and improving) the consequences for health of projects and policies in non-health sectors. In an introduction to the method Lock explains that it has been used to appraise national policies and urban planning, transport, water, and agricultural projects in developed and developing countries (p 1395). Many authorities are now using the technique, and the author argues that it offers a way of improving public health.
