WHO lacks teeth on international health issues, says professor

    Severe acute respiratory syndrome (SARS) and the threat of terrorism have raised the profile of health as a global issue–yet bodies such as the World Health Organization are inherently weak in enforcing measures to deal with an international health crisis.
